Why?
Because the MAJORITY of jobs today require digital skills and that number is increasing but the take-up of IT courses is declining yearly 1/4
A modicum of transparency may now be introduced to the overseas funding of univs. Academics have long declared their funders, but univs have not. The govt's proposal is imperfect but necessary. Law was needed.
