Why do the Chancellor's tax hikes always land on working people?

Why won't he look to those with the broadest shoulders first - like with a one-off windfall tax on oil and producer profits?

And why won't he abolish the outdated and unfair non dom tax status?

Since Labour first called for a windfall tax in January the case has become stronger by the day.
